The staff were incredibly slow. They processed 2 or 3 documents at a time. I waited 30 minutes, and when I asked if it was ready, they ran to the counter and then came back saying the counter staff's user account didn't have the authority to process it, and told me to come back the next day. They also shortchanged me by 10 million VND when I sent the money. It was two hours later before they called and told me to come back on Monday to sign again. It was unbearably frustrating.
