As a foreigner who only speaks a little Japanese, I was pretty happy with my experience here. Though the bank worker did not speak English, using Google Translate and my basic Japanese allowed me to create a bank account without much issue. The bank worker was very patient and kind with me. If you are a foreigner, be sure you have the proper documents, know basic Japanese words (お名前, 誕生日, 住所, 今日, etc), can write your name & address in Japanese, and then you will be fine!

It's a little far from the station, but there are many ATMs and they are available from 8am to 9pm on weekdays. On weekends and holidays, they are open from 9am to 7pm. There is a mailbox outside the building.

I was told I could only open an account at the branch closest to my address, and when I tried to leave saying that it was okay if I couldn't open one there, they asked me in detail about the reason for opening the account, and I didn't understand why I had to explain it if it wasn't possible. Finally, I was asked to wait a moment, and they politely repeated the explanation they had already given me (that I couldn't open an account there).
