I am a foreigner, and when I came here to open a bank account, the staff guided me very kindly and even asked about my experience in Japan. I was truly very satisfied.

I stopped by on my way home from some business and asked if they could accommodate me without an appointment, and they said yes, so I requested biometric registration. The man standing outside the customer service counter, likely a salesman, said, "Why not reissue your card in case of upcoming issues?" and, "These types of cards can be issued on the same day," and presented me with a pamphlet, which turned out to be a cash card with a built-in VISA or MASTER credit card function. When I asked, "Is this a credit card?", I was told, "No, it's a cash card," and "If anything happens, the bank (I'm not sure?) will not charge the customer." Though there seemed something strange about the explanation, I would rather avoid having a credit card if possible, so I ultimately declined, just completed biometric registration, and left.
