It's an outdated building. But it has the kind of atmosphere that suggests it might house public security or government facilities.
It has a brick exterior that's reminiscent of Tama Center (and blends in nicely with the promenade), but other than that it's just an ordinary office building...or so you'd think. It seems to be a gathering place for Pokemon GO players, and you can see people of all ages and genders tapping away on their smartphones here and there. There are also plants and benches, so it might not be too uncomfortable. As an affiliated facility of Mizuho Bank, security guards patrol the area day and night, so I think the security is impeccable. That's why I gave it a high rating.
A gorgeous brick building with a bubble-era feel.
When this ends, it will be the end of Mizuho Bank.
