I have an ING card (from another country) and couldn't take out money without a bad exchange rate and/or fee. Despite selecting English at the start, the final screen was in Russian. I think this is intentional to confuse people. Why else would it happen? TIP: there is no cancel button on the screen, but you can use the one on the keypad to cancel the transaction; or not press any buttons and wait for the transaction to time-out.

Attention! Customers with euro accounts are being ripped off here. The exchange rate is so bad that fees of 50 euros (!) are quickly incurred.
