It's a complete failure and everything is delayed. My transaction has been pending for two weeks now, and their excuse is "the administration." The administration says they haven't received anything. I went back to them, and they'd put it in a drawer and locked it away with the manager. My advice is to look for another branch or don't leave until it's finished and you're sure it's done.
